The Role

We are currently recruiting for a Head of Operational Procurement & Supply Chain. This person will be

responsible for the professional leadership and management of the Draken Europe Operational Procurement & Supply Chain function (OP&SC), ensuring compliance with all applicable Aviation / Trade Control Regulatory Requirements and International Standards.

Key Responsibilities

Functional Leadership

• Functional responsibility for the OP&SC Team, providing subject matter expertise, leadership, governance and compliance.

• A key part of the role will be to drive change and improvements in the operation to meet the increased demands and complexity of the Business due to continuous growth.

• Ensure the OP&SC function is fully integrated into the Business Project Teams to develop and support delivery solutions for turnkey operations.

Regulatory Responsibility & Ownership

• Applicable Aviation Regulation Regulators, but not limited to:

o EASA

o UK CAA

o UK MAA

o Other, as applicable

• Ensuring that the OP&SC Department always complies with all applicable Aviation Regulations, Trade Controls and Ethical Standards.

• Ensuring that the OP&SC Department only performs activities within the boundaries of the privileges/scope of the Company Approvals and Certifications held, and as identified in the respective Company Expositions and Procedures.

• Ownership and management of the OP&SC Department Processes and Procedures, including any other relevant documentation.

• Ensuring the effective and efficient (Cost, Quality, Compliant & On-time) procurement and management of:

o Aircraft Rotable parts and components

o Aircraft Standard parts

o Aircraft and Non-Aircraft Consumable material

o Aircraft and Non-Aircraft Raw material

o Non-Stock items and materials

o Indirect items and materials

o Bonded Stores

o Logistics & Freight

• Represent the OP&SC Department management structure and be responsible for all relevant OP&SC activities specified in all applicable Aviation Regulations, Trade Controls and Company Procedures.

• Ensure that all facilities used for the performance of all OP&SC activities complies with the requirements of all applicable Aviation Regulations, Trade Controls, International Standards and Company Procedures.

• Ensure that the OP&SC Department maintains sufficient competent staff to plan, perform, supervise, deliver and quality monitor the scope of the activities performed.

Business Management

• Operational & Financial Performance – Driving the efficient, effective, and on-budget delivery of all OP&SC activities and responsibilities, delivering/achieving/exceeding contractual KPI’s.

• Efficient and effective Internal & External Customer management and engagement.

• Contract & Commercial Bid Activity – Providing support and expertise during contract and commercial bid activity.

• Change Management – Driving and supporting efficient, effective, ethical, and sustainable change management programs.

Experience / skills / qualifications

• Expert knowledge of Procurement & Supply Chain Management principles – Extensive proven experience in a similar role – Required – Preference given to experience gained within an Aerospace and Defence environment

• Educated to degree level in a relevant discipline – Required

• Hold or be studying towards MCIPS or equivalent accreditation – Advantageous

• Experience of leading negotiations with an advanced understanding of contractual / commercial principles – Advantageous

• Demonstrable experience of developing key supplier relationships and engagement strategies – Required

• Six-Sigma or Lean Practitioner – Advantageous

• Theoretical and practical application-level knowledge of Trade Control Regulations and Ethical Standards – Required

• Theoretical and practical application-level knowledge of UK CAA, EASA and/or Military Aviation Regulations – Required

• Practical application-level knowledge of ISO 9001, ISO 45001 & ISO 14001– Advantageous

• Practical application-level knowledge of Safety Management System principles and requirements – Advantageous

• Demonstrable people and cultural change management experience – Advantageous

• Able to hold an SC-Level security clearance – Required
