Role Purpose

Draken Europe are recruiting a Senior Programme Manager to design and lead a strategic programme. The programme is in the Aviation Maintenance Repair and Overhaul environment for our MOD customers. The programme is in sustainment with an aircraft modification project due to start in Q1 2023. The programme will introduce a major modification to a fixed wing aircraft, which will deliver operational training to the customer. There will be heavy focus on ensuring the fleet of aircraft are maintained to deliver operational output whilst maintaining the modification upgrade project timelines. The programme team will consist of direct and indirect team members from across the business. The Programme Manager will be responsible for delivery of integrated programme plans to achieve the schedule and the benefits set by the customer and Draken.

The position reports into the Portfolio Director as part of the Project, Programme and Portfolio function. This role may require line management of personnel as part of the bidding and programme execution process. The successful candidate will have worked on large complex programmes before in the aviation services marketplace with experience of working with aircraft modifications projects and preferably experience of working with Middle East customers.

This position is based at our Bournemouth International Airport site and requires occasional travel to customer sites, and other UK/International Draken Aviation Services sites.

As a Programme Manager in Draken you will be responsible for leading and managing a complex programme of multiple projects to deliver the agreed scope and benefits within quality, time, and cost parameters to satisfy the business and customer benefits. You will be expected to motivate a matrix team to deliver the following:

  • Deliver programme to agreed time, cost, quality, and benefits parameters.
  • Direct, motivate and provide leadership for any project managers working on the programme and broader programme team.
  • Organise, coordinate, and direct the programme activities.
  • Ensure effective and open communication throughout the programme team and with stakeholders.
  • Lead the project managers' planning efforts and resolve resource conflicts.
  • Manage relationships with key customer personnel.
  • Direct the supply chain for the whole programme.
  • Integrate the reporting for the programme across all the projects making best use of available P3O capabilities.
  • Integrate the outputs from the projects turning the capabilities into the required outcomes for the stakeholders.
  • Design, setup and operate the governance for the programme, tailoring Draken’s Delivery Framework where appropriate.

  • Design, author and run the Programme Management Plan and its associated management artefacts that are understood by all programme team members.
  • Design and run the Stakeholder and Engagement Plan that demonstrably improves the success factors of the programme.
  • Continually assess that the programme remains strategically aligned to the businesses direction and that it delivers benefit to the business needs.
  • Create, lead and manage a high performing programme team who are motivated to achieve the programme outcomes.
  • Design and run the programme governance model that delivers value to the programme and its stakeholders.

Organisation and Governance

  • Establish the programme organisation structure and coordinating mechanisms (e.g. steering group/Programme board and project boards), and define and communicate roles and responsibilities.
  • Utilise and adapt Draken defined processes as necessary for decision-making and assure effectiveness on the programme.
  • Establish the strategies to support the management of the project/programme such as quality management, change control, issues, risks

Application of Project and Programme Management Methods and Tools

  • Tailor and apply Draken processes, as well as industry best practice, processes, and tools to meet the needs of the programme or work area.
  • Provide advice, coaching and technical support to embed use of standard practices within the programme team.
  • Stay up to date with emerging techniques and assess their potential relevance and value to the programme.

Stakeholder Relationship Management

  • Map stakeholder interest and influence to determine priorities for engagement and communication methods.
  • Establish constructive working relationships quickly with senior stakeholders and build a climate of trust.
  • Positively communicate the purpose/direction of the project/programme and build commitment to the programmes benefits and objectives.
  • Set up reporting and communication channels that are measurably effective
  • Resolve organisational or professional conflicts in a positive and constructive manner

Project and Programme Planning

  • Coordinate planning activities across the project/programme, ensuring all sub-project plans are integrated into the main plan
  • Identify cross project and sub-project dependencies and reflect these in the plan
  • Determine resource requirements to support implementation and perform resource analysis and levelling to optimise resource efficiency
  • Analyse precedence relationships, to reduce phase duration and the critical path
  • Integrate project baselines and agree plans with stakeholders

Project and Programme Risk Management

  • Implement Draken risk processes, tools and techniques, as well as industry best practice tools and techniques, for the identification, assessment and management of risks (threats and opportunities)
  • Host Risk workshops/events to gather relevant risks and opportunities to the programme
  • Setup the risk management programme framework to ensure risks are captured and mitigated against critical programme benefits, costs etc.
  • Collect information on how risks are being managed including contingency plans that have been put into place
  • Engage to act on significant risks or issues, implementing project and programme recovery strategies as required

Progress Monitoring and Control

  • Develop systems and measures for monitoring and assessing progress against the plan
  • Scan the environment and anticipate factors that might affect successful achievement of outcomes
  • Lead effective and constructive Cobham defined Gate reviews to assess the ‘health’ and ‘performance’ of the projects / programme and to confirm its continuing viability with the senior stakeholders

Communication and knowledge sharing

  • Convey complex messages and issues clearly and credibly
  • Use a mix of communication methods to promote shared understanding across diverse audiences
  • Use persuasive logic to win support or change views
  • Deliver difficult /unpopular messages with clarity and diplomacy
