Senior Trade Control Manager

Job description

Role Purpose

To ensure that the Business operates in compliance with export laws and regulations and with Draken’s Export Policy. Particular emphasis is on compliance to UK export regulations and US ITAR requirements.

Key Responsibilities

  • Leads the Business to ensure compliance with all applicable export control laws and regulations.
  • Undertakes and delivers a regular audit programme, utilising the data to devise action plans and inform continuous improvement
  • Provides subject matter expertise to the Business in relation to both UK Export Laws and US Export regulations - in particular correct handling of ITAR parts, EAR licensable parts and ITAR controlled technical data.
  • Provides regular training across the Business to ensure ongoing best practise and compliance to UK and US export laws and regulations.
  • Prepares and processes UK export licenses and F680 application using SPIRE.
  • Implementation of Trade Compliance policies, procedures and work instructions
  • Scopes, reviews and responds to Technical Assistance Agreements with US applicants.
  • Drafting and submission of General Correspondence requests using the DECCS system
  • Submission of Commerce Licences using the SNAP-R tool
  • Monitor regulatory and policy developments and communicate requirements and compliance guidance to all functional organisations.
  • Leads the Business through internal and external audits concerned with Trade Compliance.
  • Maintains master database for tracking of licenses, agreements, and compliance status.
  • Investigation and drafting of Voluntary Disclosures as needed, with accurate and timely information
  • Safety first - Operate in accordance with the SHE standards. Identify where the SHE Standards are applicable to appointed operations/tasks and apply safe systems of work identified.
  • Any other duties that are reasonably requested by management within the capability of the incumbent

Key Deliverables

  • Substantive experience in complex UK and US export issues.
  • Aerospace and/or Defence business experience is essential (particularly related to US ITAR compliance).
  • Experience in training, counselling and leading functional project team members and business leaders on export compliance matters.
  • Customer-focused team player and consensus builder with strong communication, training and organizational skills.
  • Ability to work on multiple projects simultaneously to meet established deadlines.

  • The different types of UK licences (OGEL, SIEL, OIELs )
  • The different types of US licences and agreements (DSP-5, DSP-73, DSP-61, TAA, MLA, GC etc.

Desirable

  • Knowledge of Customs
  • Auditing experience
